Job Description:

CentralCare a growth oriented federal government contractor is seeking a Payroll Manager at its Alexandria VA headquarters. Responsible for all aspects of company payroll, including processing of twice a month payroll, ensuring that employee timesheets meet with CentralCare’s requirements, processing of payroll related 3rd party vendor payments, pension plan accounting and managing the outsourced payroll tax vendor (ADP). Reviews and approves the multi-state payroll related reports and federal and state tax reports. Assures payroll procedures are in compliance and recommends changes to management. This position reports to the Corporate Controller.

Position Responsibilities:

  • Must have a thorough understanding of multi-state payroll, general ledger accounting, project accounting, and Federal government contracting regulations related to labor accounting.
  • Knowledgeable of and ability to utilize various IRS tax publications, to assure on-going compliance.
  • Ability to interact with all employees and external representatives including IRS, State Taxation Departments, ADP, and Banking institutions.
  • Acts as liaison with ADP and internal and external partners in the resolution of payroll problems/errors.
  • Ability to utilize Deltek GCS Premier, Impromptu Reports and related computer software.
  • Excellent communication and leadership skills.
  • Ability to efficiently perform duties and meet deadlines.
  • Ability to handle confidential information professionally.
  • MUST be highly organized and highly motivated.
  • Must be able to manage multiple priorities and able to work well in a fast paced, dynamic environment.
  • Develops and implements approved changes to methods or procedures to improve the efficiency of the payroll function.
  • Promptly responds to employees’ emails, phone calls in resolution of payroll concerns/errors.
  • Hands on Management of the payroll department activities to ensure the accurate and timely preparation and distribution of the organization’s payroll.
  • Engages in all manager responsibilities requiring planning, evaluating, organizing, integrating, and controlling.

Qualifications:

  • Bachelors Degree in Accounting required.
  • Certified Payroll Professional (CPP) required
  • Minimum of (7) seven years experience as a Payroll Manager/Supervisor with a mid-size or large company involved with multi-state payroll and time reporting for Federal government contracts.
  • Strong Math and Analytical skills
  • Proficiency in Microsoft EXCEL, PowerPoint, Outlook
  • Demonstrates a strong sense of urgency in all projects and an ability to prioritize and re-prioritize all payroll issues and the ability to respond within 24 hours
  • Well organized, disciplined approach to completion of tasks
  • Ability to multi-task projects and required tasks
  • Ability to work in a team environment as well as self motivated in individual projects
  • Ability to effectively communicate both verbally and written to all levels of the organization
